Semiconduttori e microchip sono, sì al centro della competizione mondiale per la supremazia tecnologica, essenziale per la rilevanza geopolitica, ma anche elementi fondamentali per le politiche industriali delle maggiori economie. Al riguardo, sia gli Stati Uniti d’America che l’Unione Europea hanno varato i rispettivi “Chips Acts” allo scopo di sostenere le catene di approvvigionamento dei semiconduttori in risposta alla crescente minaccia che la Cina Popolare costituisce per l’hub globale dei semiconduttori di Taiwan. Inoltre, il confronto geopolitico tra Stati Uniti d’Americaa e Cina Popolare implica significative conseguenze sul piano industriale per le aziende europee di microchip, in particolare per l’olandese ASML. In un nuovo dibattito di respiro geopolitico verrà dunque discusso come l’Unione Europea potrà affrontare le «guerre dei chip» che stanno plasmando le relazioni internazionali e l’economia globale.

Ricercatrice presso Bruegel e co-responsabile dell’Asia Centre, Senior Associate Research Fellow presso ISPI, nonché professoressa associata di Economia presso il Dipartimento di Studi economici e aziendali (DiSEI) dell’Università del Piemonte Orientale (Novara) e Aggiunto professore di Economia internazionale presso l’Università Cattolica di Milano; Roberto Baldoni, informatico e già direttore generale dell’Agenzia nazionale per la cybersecurity italiana; Sanne van der Lugt, esperta di microchip e in particolare della società olandese ASML, ricercatore e consulente politico su amterie relative alla penetrazione della Cina in Africa, agli sviluppi tecnologici nella Cina Popolare e alle conseguenze derivanti per l’autonomia strategica europea.

THE EU IN THE CHIPS WAR

They are also the focus of major industrial policies in all the leading economies. Both the US and the EU have approved their respective Chips Acts to support semiconductor supply chains in response to the increasing threat China poses to the global semiconductor hub in Taiwan. Furthermore, the geopolitical confrontation between the US and China has significant industrial consequences for European microchip companies, particularly the Dutch firm ASML.
